Researcger sats gov't cares about public opinion

Researcher says gov’t cares about public opinion
Head of the Public Opinion Research Institute Dr. Pham Chien Khu says that the government is taking his agency’s surveys into greater consideration.
Thanh Nien: How does your institute go about collecting public opinion?
Pham Chien Khu: We use two key information channels. The first is a network of freelance surveyors that report to central and local agencies and authorities throughout the country.
The information is then reported to us.
However, freelance reporting to authorities is often disproportionately positive.
We then also have a network of direct surveyors who report facts only to the institute.
We also keep tabs on the press, an important channel.
These channels help us create weekly and monthly reports and carry out special investigations, which are then reported to the government and responsible agencies.
Does the government care about these reports?
As far as I am concerned, government leaders and responsible authorities always read the reports to create proper solutions
