| Reacting to reports from India raising concerns over China's development of railway network in Tibet from Lhasa to Xigaze, close to Indian border, Fu Xiaoqiang, an expert on Indian issues at the China Institutes of Contemporary International Relations, said concerns were due to mixing up of economic and security issues. "India always approaches economic issues from a security perspective," he told state-run Global Times, adding all engagements and interactions between China and other counties in South Asia are viewed as strategic threats. Fu said China's construction of railways in Tibet is aimed at improving the lives of local people and at promoting local economic development. Whether the railway will be extended to Nepal is not to be decided solely by China, but by the mutual demands of the two countries. If the railway is finally connected with the network of South Asia, it will do more good than harm in terms of trade and security, he said. He said Rail India Technical and Economic Services has proposed to build six rail links with Nepal and three with Bhutan as a priority, which will help improve their social economic conditions. Toyota Recall Vietnam 65,000 cars
“TMV [Toyota Vietnam] offers its sincere apology to customers in particular and Vietnamese consumers in general as it has made them worry over three quality issues of Toyota vehicles”, said a public communication released by TMV.
The three technical faults relate to oil pressure at the rear wheel higher than standard, bolt No 8 that is used under rear seat and camber bolts beyond standard.
According to this communication, TMV admits to a number of faults in manufacturing and will repair free of charge Innova and Fortuner vehicles that were produced from December 23, 2010 backwards.
Regarding oil pressure problem, the company will check Innova J (produced between January 19 and November 24 2010). It will take at most two hours to fix this problem for each car.
Regarding bolt issue under the rear seat, it will check all Innova (produced between December 26 2005 and December 23 2010) and Fortuner (produced between February 16 2009 and December 23 2010).
This bolt problem will take a maximum 12 minutes to fix on each car.
Regarding camber bolt issue for Innova J and Innova G (manufactured between December 26 2005 and October 13 2006), it will take at most one hour to fix.
Recall will be started from April 18 at all TMV distributors across Vietnam.
According to the latest figures, there are 65,703 vehicles subject to this recall, much higher than the 8,830 figure that TMV production director Tadashi Yoshida announced at a press conference on April 1.
Camry recall
TMV two days ago announced to repair free of charge 278 Camry 3.5 and Camry 2.4 cars having their bolts on the front tightened too much beyond standard.
Such defective vehicles were produced between January 27 and March 24 this year.
Camry 3.5 bears Vehicle Identification Number lying between XXB 6001801 and XXB 6001810 while Camry 2.4 XXB 6008875 and XX 6009175.
The Vehicles’ owners will receive a letter of invitation from TMV or they can check their cars’ situation by visiting TMV website at www.toyotavn.com.vn or via direct contact with TMV agents.
TMV also recommends that the customers set up an appointment before bringing their cars to its auto repair station.
Earlier Le Van Tach, an engineer working for Toyota, had released documents revealing three major glitches in Innova and Fortuner vehicles.
The cars made in Vietnam face balance issues since their screws are not tightened properly as instructed by the Japanese company, he said. The brakes and seats do not meet safety standards either, he said.
Vienam Register won’t inspect TMV assembly line
Trinh Ngoc Giao, director of Vietnam Register, a central agency responsible for vehicles’ safety, told the press that TMV faults are not big, mainly related to assembly procedures.
Giao also said that his agency is not capable of checking TMV’s assembly line
“Vietnam Register only investigates the situation”, Giao said, adding that equipment, machinery and assembly line are the responsibility of the producer.
Toyota avoids the word “recall”
TMV never uses the word “recall” or “triệu hồi” in Vietnamese in all the released documents.
Instead, it is a “program to freely inspect and fix vehicles” (chương trình kiểm tra xe miá»…n phÃ), which basically means exactly the same as “recall”.

Ms. Rose Tsou said that Yahoo saw great potential in the Vietnamese market and would pull all stops to boost more activities here.
Yahoo also appreciated the high growth rate of Internet users among the emerging markets of Southeast Asia.
In the second quarter of this year, Yahoo will introduce many products that will run on new technology with the indigenous language.
Yahoo will run OMG service, which will provide news related to fashion, movies and cosmetics.
At the meeting, Yahoo officially launched Livestand, a digital newspaper for Android and iPad tablets. Yahoo also promised to launch more products in the local market in the near future such as Search Direct, a new research tool.
Currently, there are around 17 million users of Yahoo per month in Vietnam. Yahoo’s research tool holds 30% of the research market.

Quiet death from antibiotic misuse
LookAtVietnam - Most of antibiotics have become useless because bacteria have adapted to resist the drugs. The World Health Organization (WHO) lists Vietnam among the countries with the highest drug-resistance rate in the world.
Many people only visit a doctor when their condition worsens or they have something they cannot diagnose themselves.
According to a recent report, Bach Mai’s clinical immunity and allergy department receives three or four patients a day with complications caused by self-prescribed drugs.
They have body redness if it is a mild case and anaphylaxis if more serious (a severe, whole-body allergic reaction to a chemical), and even die if they are not rushed to hospital in time, a doctor says.
Self-prescribed drugs to treat eye problems could also lead to grave consequences, Dr Hoang Cuong of the Central Eye Hospital warns.
Instances of patients permanently losing their sight are not rare since the use of wrong drugs can cause corneal ulcers and cataracts, he explains.
Many drugs that people use to treat glaucoma can have serious side effects like cardiac failure and increase the risk of asthma, he warned further.
Allergies to antibiotics like penicillin, ampicillin, streptomycin, tetracylin, analgin, and phenacetin can also lead to lung, liver, and kidney failure which can quickly cause death if not treated soon.
Clearly, spending a little more time and money to see a doctor can save many people from such terrible fates.
However, there are problems with doctors in writing wrong prescriptions. As any patient wishes to be well again quickly, some doctors, especially those at private clinics often prescript strong and expensive antibiotics to cure very simple diseases.
According to survey by the Health Insurance Department under the Health Ministry at a big hospital in Hanoi, the average number of medicines in a prescription is 7.06. Some prescriptions have up to 10-20 kinds of drugs. Antibiotics are very popular. For some wards, antibiotics appear in 100 percent of prescriptions.
It is also very common to combine several kinds of antibiotics in one prescription, with half of them unnecessary, according to the Health Ministry’s Medicine and Treatment Council.
Inspections at some health stations show that prescriptions are mainly written by physicians, with the formula: antibiotics-antipyretic-vitamins. The doses are often strong and used for a long time.
Another research conducted at 19 hospitals in Hanoi, HCM City and Hai Phong in 2009-2010 reveals that four popular bacteria (acinetobacter spp, pseudomonas spp, e.coli, klebsiella) resist many kinds of antibiotics.
It is not only in Vietnam but also around the world that many kinds of antibiotics have lost their effect.
Minister of Health Nguyen Quoc Trieu said considering antibiotics as the “wonderful remedy” to cure all kinds of infected diseases, antibiotics have been used in long time, overused resulted in anti-drugs of bacteria.
“Recently, many scientists in the world have warned of the appearance of anti-drug genes of bacteria against some antibiotics of carbapennem group, a new group of antibiotics. This has caused worries over the strong changes of anti-drug bacteria,” Trieu said.
In Vietnam, research works also detect some kinds of bacteria which resist many kinds of antibiotics. Popular antibiotics like penicillin, tetracycline and streptomycine are nearly harmless to many kinds of bacteria.
WHO General Director Margaret Chan has warned of the return to the period before antibiotics were discovered.
Experts said that antibiotics should be only used in serious cases and patients should not misuse them.

English teachers needed Vietnam
24,000 English teachers needed for primary schools
Vietnam needs 24,000 teachers of English for primary schools by 2018 under a proposal to start teaching the language to pupils from third grade onwards, Nguyen Ngoc Hung, an education official, said at Tuesday’s conference on teaching English at primary education level in Ho Chi Minh City.
Pedagogical junior colleges are currently not offering courses training students to become English teachers at primary education level.
Hung admitted this is a tricky situation but the country could think of impromptu solutions like recruiting graduates majoring in English or encouraging university pedagogic sophomores who love to become high school teachers to switch to the new major.
A shortage of teachers of English for this level is the biggest obstacle to the proposal’s target, conceded Le Tien Thanh, director of the Ministry’s Department of Primary Education.
Remuneration packages should also be considered to retain primary schools’ current teachers, he noted.
The proposal is now piloted at 72 primary schools where English is a compulsory subject to 20 percent of the 3rd-graders in the 2010-2011 academic year.

The performance, entitled Bob Dylan and His Band, will be held (at Dylan’s request) on the grass of the Royal Melbourne Institute of Technology University (RMIT), as part of an Asian tour that includes a visit to Beijing on April 6 and Shanghai on April 8.
To commemorate the 10th anniversary of the death of Son, perhaps Vietnam’s most popular composer, local singers will open the show with 15 compositions penned by the late legend – also known, internationally, as the “Vietnamese Bob Dylan.”
“One of the features of the planned Bob Dylan event that really appeals to us is that a significant part of the concert will be devoted to a tribute to great Vietnamese poet and musician Trinh Cong Son,” RMIT Vietnam President, Professor Merilyn Liddell told Thanh Nien Weekly.
“Most Vietnamese know and respect Son but few foreigners have that awareness. By including a tribute component in the concert – as part of this year’s 10th anniversary commemoration of the death of Trinh Cong Son – we felt it would be a very good way to introduce more foreigners and more of the younger generation of Vietnamese to one of Vietnam’s great modern literary and musical figures.”
The opening act will include Mot coi di ve (A realm of return); Ha trang (White summer); Em hay ngu di (Sleep well!); and Con mat con lai (The remaining eye), which are among Son’s over 600 compositions.
During the event, which is expected to attract more than 8,000 fans, the American folk rock icon and his band will perform a number of his most famous anti-war songs: “Blowin’ in the wind” and “The Times they are a-changin.”
Dylan has more than 50 recorded albums, produced during a career that spanned six decades.
Dylan’s legacy only seems to grow with recent landmark albums such as Together Through Life (2009), Time Out Of Mind (1997), Love and Theft (2001) and Modern Times (2006).
In contrast with his global fame, Bob Dylan is very simple and modest. The 70-year-old singer’s only request was that everyone be able to enjoy the show to the utmost no matter where they sit.

Intel chipsets have always been a good choice for computer users, while Intel, in the last 30 years, has been proclaimed as the “number one” on the chipset market. However, over the last three years, besides the race with AMD in the “multiscore game”, it seems that Intel’s new products are failing to create significant impressions in the world market, especially in newly emerging markets like Vietnam.
With the launching of Core i recently, the chipset giant Intel seems to want to make a new breakthrough in the market. However, to date the products have not gained the desired positions.
With Core i3 being the lowest chipset and Core i7 Extreme being the most powerful one, Intel has been trying to diversify products to give consumers a wide range of choice. However, the initial price of 2.4 million dong for Core i3-530 still cannot grab the attention from desktop users.
Hong Quan, a graphic designer who is assembling a desktop computer to be reserved for design work, said that the chip alone costs more than two million dong, while P55 motherboards, RAM DDR3, hardware, screen and case all will cost over 13 million dong. Meanwhile, with the components, Quan will only get a weak configuration.
“With the chipset Core 2 Duo, you can get a powerful configuration computer with the same sum of money,” he said.
The use of new chipset line will force computer users to upgrade other components to new standards. Core i is still in its first life circle, while the depreciation period is still long, therefore, motherboard and RAM developers all have to set high prices in order to offset losses. As a result, it is not a surprise at all that consumers have to pay high prices.
Meanwhile, analysts have pointed out that the communication campaigns launched by Intel when marketing the latest Core i series prove to be weaker than the ones used when Core 2 Duo or Core Quad debuted. The latest chipset series are designed based on multicore, 32nm and 45 nm which has high efficiency to help reduce the electricity and thermal energy. However, while previously Intel organized roadshows to help consumers discover new products, so far Intel has not announced any organized activities \.
A salesman at a computer supermarket on Le Thanh Nghi Road in Hanoi said most customers ask to purchase assembled desktop computers, or seek old chipsets such as Core Dual and Core 2 Duo. Very few people want to buy Core i because the assembling costs are very high.
What are the reasons?
One of the reasons that people are indifferent to desktops is the rapid growth of the laptop market. Laptops are also the reason that has forced Core i to take a back seat.
Currently, people choose laptops because they are diversified in designs, cheap, and they allow people to work everywhere.
A recent survey showed that 80 percent of desktop owners just use desktops to carry out simple office operations, or play simple games. Therefore, normal computers still satisfy basic requirements, and people do not actually need high configuration desktops.
With just 12 million dong, consumers can buy a laptop using Core i3 with high configuration. Meanwhile, with the same sum of money, they would not be able to assemble a powerful desktop.
The habit in using older operating systems has also hindered people from using Intel Core i. Most computers are still running on Windows XP, while the computers with Core I chipset would show optimal efficiency with Windows 7.

French Government honors Actress Vietnamese
Since 1957 many world famous stars have received the Knight of the Order of Arts and Letters medal, including legendary singer Bob Dylan, David Bowie, Hollywood stars George Clooney, Leonardo Di Caprio, Clint Eastwood, Robert Redford, Meryl Streep, Sharon Stone, Bruce Willis, etc.
She is known most for her role as an orphan of the Nguyen Dynasty adopted by a French plantation owner in the 1992 Oscar-winning French epic Indochine, starring alongside Catherine Deneuve. Linh Dan received a César nomination for most promising actress for that performance.
Despite appearing in a few other productions afterwards, Linh Dan eventually decided to take a decade off from acting, focusing instead on her studies. She studied commerce and worked as a senior marketing manager in Vietnam after graduation.
In 2005, Linh Dan made a return to acting with her role in the BAFTA and César winning French film The Beat That My Heart Skipped, opposite Romain Duris for which she was nominated again for the most promising actress César award and won.
Since then she has appeared in lead or supporting roles mostly in films such as Dante 01, Pars Vite et Reviens Tard (Have Mercy on Us All), Mr. Nobody, Le Bruit des Gens Autour, Le Bal des Actrices and Tout Ce qui Brille.
She starred in her first Vietnamese production when she appeared as Cam in the 2009 film Choi Voi (Adrift) by director Bui Thac Chuyen, which won the FIPRESCI award at the 66th Venice International Film Festival.
She had a cameo role in the 2010 Wachowski brothers produced action thriller Ninja Assassin, playing an assassin sent to kill the film’s hero played by the Korean singer Rain.
Linh Dan returned to Vietnam last October to attend the first Vietnam International Film Festival in Hanoi. She may play in another Vietnamese movie in the near future.

New Toad species found in Vietnam
Australian and Vietnamese scientists have found a new species of toads in Bi
Doup - Nui Ba National Park in the Central Highlands Province of Lam Dong.
Eastern Spadefoot Toads, were found in the evergreen forest between 1558-1900 m
above sea-level on the Lang Bian Plateau in Lam Dong and Khanh Hoa provinces.

Tombs of the Sa Huynh civilization of more than 2,000 years ago have been dug
up in Tre village in Tay Tra district, in the central province of Quang Ngai.
The tombs were unearthed at a depth of 1 meter. The site is
only 2-5m from the bank of Tang River, around 5km from a famous archaeological site
in the Tang River valley.

Archaeologists have worked for over two months on Tang
riverbed. They unearthed a prehistoric archeological site which can shed new
light on an ancient civilization that once flourished in Quang Ngai province.
In a part of the river where water was dried up to build a
water reservoir for a nearby dam, they excavated tools that date back to 4,000
years ago. The tools could have been used in daily life and in production
activities.
Along the river, the team also dug up pottery products
belonging to a pre-Sa Huynh period and buried jars containing items typical of
the Bronze Age’s Sa Huynh culture, which dates roughly to 1,000 BC-200 AD.
Another important finding was that stone tools belonging to
the Neolithic Era (prior to Sa Huynh culture) discovered in the Tang river
valley are actually similar to what was previously found in the Central
Highlands.
Khoi said that it was possible that the New Stone Age
tribesmen had crossed over the Truong Son mountain range, and reached the
coastal delta of Vietnam’s
central region. Their migration had laid foundations for the development of Sa
Huynh civilization in the following Bronze Age era when the use of early bronze
tools appeared in the central and southern provinces of Vietnam.
However, a water reservoir will be constructed right at the
archeological site to serve a nearby dam, which could endanger other unfound
artifacts.
The first priority is to find a way to evacuate all the
findings out of the area before it is flooded, Doctor Doan Ngoc Khoi said.
The Ministry of Culture, Sports and Tourism previously
permitted archaeological excavation at the Tang river valley until May 15.
However, the Ministry of Agriculture and Rural Development (MARD) on March 30
asked the Quang Ngai authorities to start the construction of the dam on April
5.
The Quang Ngai Department of Culture, Sports and Tourism
asked Quang Ngai authorities to negotiate with the MARD to postpone the project
until the archaeological project is complete.
“If the MARD decides to implement the project as of April 5,
the entire archaeological site will be flooded,” Dr. Khoi said.
Sa Huynh Culture is a jar burial culture on the coastal
plains of central and southern Vietnam,
which boasts a distinctive decorative style of bronze axes, daggers, and
ornaments.

Solar in Vietnam
Vietnam has taken yet another step toward generating renewable energy.
Last week, First Solar, Inc., one of the world’s top solar-panel makers, broke ground on a photovoltaic module manufacturing plant in Ho Chi Minh City.
The US$300 million facility is scheduled to begin commercial production in the second half of 2012.
With four manufacturing lines, the plant is expected to produce thin-film solar modules to yield more than 250 megawatts annually. Representatives from the firm say that their manufacturing process can transform a sheet of glass into a complete solar module in less than 2.5 hours.
The factory will play a key role in First Solar’s plan to nearly double its capacity by 2012 and further reduce the cost of solar electricity.
“We look forward to working closely with the Vietnamese authorities in the months and years to come,” said Bruce Sohn, president of First Solar, in a statement.Â
The new plant will be the second, of its kind, in Vietnam.
Red Sun Energy, a joint initiative between HCMC and the Rhone-Alpes region of France, opened the country’s first solar panel plant in 2009.

Global clean energy finance and investment grew significantly in 2010 to US$243 billion, a 30 percent increase from the previous year, according to a new report released on Tuesday. Philadelphia-based nongovernmental organization The Pew Charitable Trusts said China, Germany, Italy and India were among the nations that most successfully attracted private investments into clean energy. “The clean energy sector is emerging as one of the most dynamic and competitive in the world, witnessing 630 percent growth in finance and investments since 2004,” said Phyllis Cuttino, director of Pew’s Clean Energy Program. The report said wind power continued to be the favored technology for investors at $95 billion. However, the solar sector experienced significant growth in 2010. “Looking at global trends, the solar sector experienced the strongest growth among the various technologies, led by small-scale residential projects,” said Michael Liebreich, CEO of Bloomberg New Energy Finance. “Declining prices and important government support helped the solar sector achieve 40 percent of total clean energy investment in 2010.”

Since then, the firm has been assembling solar panels from solar cells imported from Germany at its factory in the Mekong Delta province of Long An. The panels have a life expectancy of 25 years.
Representatives from Red Sun have also announced plans to manufacture silicon solar cells in Vietnam, easing the dependence on imports.
General director Diep Bao Canh said the solar energy industry in Vietnam enjoyed good growth last year, thanks to growing public interest in alternative energy sources.
The world generated about 16 gigawatts of new solar photovoltaic power in 2010 –double the growth seen a year earlier, Reuters reported in February. Europe dominated new solar power installations, followed by Japan, the US and China.
There is no official data on the total installations of solar panels in Vietnam.
According to Red Sun, many households, especially in the north, are outfitted with solar panels which range in capacity from 500 watts to three kilowatts. In order to mitigate the effects of rolling blackouts in the dry season, some businesses have installed the panels to create a backup power supply of 5-10 kilowatts.
Due to the high concentrations of solar radiation in Vietnam, the nation’s potential for solar power is great. It has been estimated that the solar energy that reaches HCMC every day is equivalent to the electricity output of the entire country over the course of three months.
However, like wind power, the trickiest aspect of the solar market is bringing down retail prices.
First Solar estimated that solar panel prices have halved over
the past ten years and will continue to fall. But until the panels become affordable to most local consumers, solar-panel makers will still have to depend on overseas markets.
Red Sun now charges $6-8 for every watt of solar energy it installs in homes and businesses. A 540-watt solar power system, for instance, retails at around $3,300. That is roughly three times the per capita income of the country. Red Sun said that such systems are mostly being purchased by well-heeled families.

Ha Long Tourism Festivals

Legendary Turtle Hanoi
Workers of the Red River Shipbuilding Factory are building a big tank, which
will be a “sanatorium” for the legendary turtle in Hanoi’s
Hoan Kiem Lake

spans several hundreds meters in area, will be the turtle’s sanatorium.
